L Patrick Samsell, CMA, CGFM, CMFA has more than 30 years of government financial management experience. He has developed special expertise in financial accounting and reporting, computer software selection and implementation, and treasury and management.
Prior to his retirement, Pat Samsell was Finance Director/Treasurer for the Cities of Stockton and Merced, CA. He also has experience as Federal auditor with the US General Accounting Office(GAO), Washington, DC and the US Department of Interior, Office of the US Government Controller for the US Virgin Islands. Pat obtained his CPA while in the US Virgin Islands

The adoption of the Governmental Accounting Standards Board Standard 34 has been a special challenge to State and Local Governments and has required an integrated approach to financial statement preparation and the new financial statements requiring government wide statements on an economic resources measurement focus and accrual basis of accounting.

The new statements integrate a long term focus with the current short term current financial resources focus and modified accrual basis of accounting. The Combined Balance Sheet-All Fund Types; Combined Statement of Revenues, Expenditures and Changes in Fund Balances/Equity; Combined Statement of Revenues, Expenditures, and Changes in Fund Balances - Budget and Actual; Combined Statement of Revenues, Expenses, and Changes in Retained Earnings/Fund Balance; and Combined Statement of Cash Flows -- All Proprietary Fund Types have been replaced with a Statement of Net Assets and a Statement of Activities.
